Benita's Plan

When Benita came home from school on Friday,she cheerfully walked into the kitchen and dropped her backpack on the chair.Then she sat down next to her mother.

"How was school today?" Benita's mother asked.

"It was great!" replied Benita.

"Tell me about it," said her mother.

"Well, a librarian named Mrs. Delmar came to our school and told us all about the library she works at in her town," said Benita."Her library has books, CDs, and magazines that people can check out.Because our town is so small, and we don't have a library, she told us about a traveling library."

"What do you mean?" asked Benita's mother.

"She gave us this handout," Benita said as she pulled a piece of paper out of her bag."She told us that we could have a bookmobile come to our town once a week."

"What's a bookmobile?" asked her mother.

"It's a big bus with all the neat stuff from the library that you can check out," Benita said."You can even call the library to tell them what you want.Then they will bring it to you in the bookmobile."

"That sounds nice. How can we get this bookmobile to come to our town?" Benita's mother asked.

"Mrs. Delmar said that we would have to get the members of the city council in our townto agree that the bookmobile is a good idea," said Benita.

Benita wanted the bookmobile because she always had a lot of reports to do for school.Since their family had only one car, and her dad used it to get to work, her mother couldn't take her to the library.

"The bookmobile will probably cost our town some money.You will have to show the city council that people in our community want something like this," said Benita's mom."First you will need to ask people who belong to our community to sign a piece of paper that explains what you want to happen.This is called a petition.Then you have to send the petition to the city counciland go to a meeting to give the reasons why you want the bookmobile to come to our town," said Benita's mother."The next city council meeting is on Monday night, so you'll have to work fast."

Benita didn't know if she could talk in front of so many people.But if she wanted this bookmobile, she would have to be brave.

"What will happen after I tell everyone about the bookmobile?" Benita asked.

"The council members will vote on whether or not they want to spend the money for it," answered Benita's mother.

"Then what will happen?" asked Benita.

"You need a majority of the council members to vote yes," said Benita's mother.

"What does a majority mean?" asked Benita.

"It means more than half. If ten people vote, you need six or more people to say yes."

"Oh, I get it," said Benita.
